/app/code/core/Mage/Page/etc/config.xml

Short and sweet. Helpful to change overall page background in lieu of CSS.

And then to update template pages, look in:

/app/design/frontend/default/YOUR_TEMPLATE/template/page/

Create or edit phtml files.
