Fix slow phpBB posting

This quick fix solves 99% of all phpBB slow posting problems.

1. Login to phpBB acp administration section and navigate to:
General ->Server Configuration -> Security Settings ->
2. Look for the section:Check IP against DNS Blackhole List
3. Radio Select: No
4. Click Submit to save your settings and go try your posting again.
